A crown built properly is a cast slab, two inches or more thick at its thinnest, reinforced, sloped away from the flue, with a bond break or expansion joint where it meets the tile, and projecting past the brick with a drip edge cut underneath so water falls clear.
When a coating is enough
Hairline cracking in a crown that is otherwise sound and correctly shaped can be sealed with a flexible crown coating, which bridges movement in a way mortar cannot. It buys years, it is inexpensive, and it is a reasonable answer on a crown that is structurally fine.
When it has to be recast
